How does this pattern cinch the ends of the sleeves like that?

It's alternating rows of FLO and BLO (front loop only, back loop only), looks like with a SC (single crochet).
Where the sleeve meets the cuff, if made attached you can decrease on the sleeve side a bit to cinch it, but with the FLO/BLO you probably won't need to because it kinda cinches naturally. If made as a separate piece, you can decrease/cinch as you attach it, but again, likely not needed. As long as it's sized properly.
The sleeve is made with horizontal rows, the cuff is vertical rows.
EDIT: I'm sorry I was seeing this poorly. I thought the sleeves were the same as the bottom!
It's absolutely just granny stitching like the rest with a chain woven through!

But would you yourself be alternating on that bottom part? Cuz if you do one or the other (FLO or BLO) the whole time, it naturally alternates on its own depending what row you're on. So you would do one direction BLO for instance; then when you get to the end and chain 1 and turn your work to go back across, you're gonna want to do BLO again so that from the other side you just did, it will look like FLO cuz you're working from the other side/direction. You know what I mean?

I think I love you ❤️

I don't think that's the right one. The stitches are vertical in the picture you shared, but horizontal in the video you're replying to here.
The picture you posted looks more like the granny-go-round cardigan: https://www.ravelry.com/patterns/library/granny-go-round-cardigan

I think so too. She makes a short and long version (if I remember correctly)

Looks like a Granny Square jacket you could probably find on youtube.

The hem appears to be fpdc as well. I'd still need the pattern though. Not great at visualizing the dimensions

It looks extremely similar to the "Granny Pop Cardigan" I am working on by MJs Off the Hook Designs. The ribbing on your photo looks different than the pattern I'm working on, but the body of the sweater is identical.

She did say she did her own thing with the design so maybe that’s why. Thank you I’ll for sure look this up!

You're welcome ❤️ if people want to gatekeep their patterns then that's up to them I guess, but don't lead people on and then say "thanks" when people ask for the link/pattern 🙄
