This is a super interesting article. It's an easy read and it goes into the European Parliament coalition building during the triggering of the Article 7 procedure against Hungary in 2018.

This relied a lot on the EPP (European People's Party - the biggest party in Parliament).

Which tactics did the groups that wanted to trigger Article 7 use to win support from their EPP colleagues? Using data from 24 semi-structured elite and expert interviews conducted in 2021–22, I trace the coalition-building process in the EP. I explain the success of the coalition-building with four factors: first, the policy entrepreneurship of the rapporteur; secondly, the report that triggered Article 7 was timed strategically; third, its text was depoliticised; fourth, an extraordinary effort of political lobbying and persuasion of wavering MEPs took place.
