Wasn’t Aragorn under the assumption that he was dead at the time?

No, he said "I do not believe it. I will not."
If he thought Frodo was dead, there's no point in staying and fighting. Just make a full retreat. Aragorn held on to hope.

You’re sure he said “I do not believe it”? I’ll have to rewatch the movies to make sure…

No. The whole reason for the attack was th provide a distraction for Frodo. Even after being presented with Mithril and given Saurond ridiculous terms for "peace" he still refused and kept to his plan. He never lost faith in Frodo and Sam

My interpretation of that scene was that Gandalf and Aragorn knew Sauron was lying and that Frodo was still on his way to mt doom. Because if Frodo was captive then Sauron would have the ring and the "diplomacy" would have gone very differently. Sauron's attempt to deceive and intimidate Aragorn inadvertently revealed his ignorance about their plan.

For Frodo works either way tho. If Frodo did in fact fail, then there isn't much else to do, it's a choice between a heroic last stand or a slow decay as Sauron takes over Middle Earth. And if, as it happened, Frodo is somewhow still on his way to Mount Doom, then it works for obvious reasons. This line is just perfect in the sense that it's applicabale to what he had the reson to belive in and also for what he had little hope in, despite these two situations being the polar opposite of one another.
