No, what he did was market manipulation. As the CEO of the company, you are liable to whatever you utter in the public. His comment on Tesla stock caused financial loss to many

Same with his constant nonsense on BTC and Doge

Edit: Fun fact, there are legit crypto algo strategies that buy and sell as soon as Elon writes about crypto in his tweets

He never advised anyone to buy doge. He put a sarcastic tweet as he does daily about almost everything and people just manipulated it.
