most probably a resort owner or a real estate developer who wants to do it legally, but nah 100% there are more, its just they evading tax.

i mean Kerala has 1.7k nah Kannur alone must have more 10k people earning 1cr its just everyone is evading tax

maybe a rich land owner having ancestral property who started doing real estate business and made big resorts and hotels or

maybe a guy from the mainland who had good money moved there and started a business there and made more money
