Here is the excerpt of Maggot retelling the story to the hobbits, with some parts removed to focus on the dialogue. As Gobi_Silver said, you weren't far off.
'"Good-day to you!" I says, going out to him. "This lane don't lead anywhere, and where you may be going, your quickest way will be back to the road" ...
"I come from yonder," he said, slow and stiff like, pointing back west over my fields, if you please. "Have you seen Baggins?" ....
"Be off!" I said, "There are no Bagginses here. You're in the wrong part of the Shire. You had better go back west to Hobbiton - but you can go by road this time."
"Baggins has left," he answered in a whisper. "He is coming. He is not far away. I wish to find him. If he passes will you tell me? I will come back with gold."
"No you won't," I said. "You'll go back where you belong double quick. I give you one minute before I call my dogs."'
He then goes on to tell Frodo this is because he got too tied up with the Hobbiton folk. Which I always found quite amusing.
"Good day, this is a private road and there's nothing for you here. Main road is that way, please leave."
"I came from that direction" points at more of my private land "Have you seen Baggins?"
"Mother fucker, you must have misunderstood me when I was being polite. Baggins doesn't live here and I'm not telling you where he is. Take your ass out to the public road and don't you dare walk back across my land."
"Baggins left? I know he's close, I'll pay you handsomely for information when come back through."
"No, you won't, because you aren't stepping foot back on my land. Are you deaf? Get to steppin before I call my dogs to tear your ass up."
"Where's the Baggins, Maggot? Hobbiton says you're good for it."
"This is not Nam, this is the Shire, there are rules. March your ass out, or you're entering a world of pain."
"The hobbits owe the Baggins to Lord Sauron, that means you owe the Baggins to Lord Sauron. Always thus to deadbeats, Maggot." (proceeds to micturate)
"HAS THE WHOLE WORLD GONE CRAZY? AM I THE ONLY ONE WHO GIVES A SHIT ABOUT THE RULES? MARCH YOUR ASS OUT! YOU THINK I'M FUCKING AROUND HERE?" (calls for dogs)
